Lack of posted regulations, irregular application of existing regulations, vested interests and other matters complicate what one would think would be a relatively smooth processing of paperwork for foreigners to live and work in Indonesia.
This review of the necessary documents should help to clarify some of the questions newcomers may have about the various documents required.
Passports
Passports for your family members are issued by a passport office from your own country. While your government may allow children to follow on their mother's passports, it is better to have separate passports for every family member, just in case separate travel is required.
In order to apply for a KITAS visa to Indonesia, your passport must be valid for:
•    12 months passport validity remaining to apply for a 6 months KITAS
•    18 months passport validity remaining to apply for a 12 months KITAS
•    30 months passport validity remaining to apply for a 24 months KITAS
If your passport is nearing expiration, we recommend you renew it to the maximum time allowable before you begin procedures to apply for an Indonesian work permit and visa. You do not want to have your sponsoring office go through all the paperwork of getting your visa and work permit, only to have to repeat the procedure after six months because your passport has expired.
Company Sponsorship
Company sponsorship is required as a FIRST STEP in order for a foreigner who wants to work in Indonesia to be issued a work permit/visa. This sponsorship is required BEFORE a semi-permanent visa and work permit can be processed.
RPTKA (Expatriate Placement Plan)
The Indonesian government has strict guidelines on what foreign expertise is required for the development of the country.
National, multinational or joint venture firms must submit a manpower plan to Depnaker (Article 42 Manpower Act number 13 year 2003. Foreigners can only get a limited stay visa/permit and a KITAS card if they already have been issued a TA01 recommendation (from the Manpower Department if the company is a domestic company; or from BKPM/Investment Board Department if the employing company is a foreign investment company, a so-called PMA company). A TA-01 is based on an approved Expatriate Placement Plan (RPTKA).
The IMTA ( Ijin Mempekerjakan Tenega kerja Asingor "Work Permit" is the authorization given to a company to employ a foreigner.
If a company wants to employ foreigners, the company must submit an Expatriate Placement Plan, RPTKA - Rencana Penempatan Tenaga Kerja Asing- to the Manpower Department if the employing company is a domestic company; or to the BKPM (Investment Coordinating Boardif the company is a foreign investment company. In foreign investment/PMA companies,work permits for senior positions (such as Directorheld by foreigners are for three years and can be renewed just before expiration. (Note: Director's positions held by foreigners is only applicable for foreign investment/PMA companies). Other position slots in the RPTKA are only for one year and can be renewed annually, usually up to a fixed number of years.
Based on the approval of the RPTKA (Expatriate Placement PlanATA-01 is issued, and then a work permit, Izin Kerja Tenaga Asing (IKTA is issued by the Manpower Ministry (Departemen Tenaga Kerja or Depnaker after your arrival and the issuance of the KITAS card and have paid your annual DPKK. DPKK Tax/Fee Companies employing foreigners are charged $100/month (US$ 1,200/ year per expatriate employee to offset the costs of training Indonesian nationals (Article 47 Manpower Act number 13 year 2003). This tax is administered through the Department of Manpower. Proof of payment of the Skill & Development Fund (DPKKfee to the BNI '46 bank for one year in advance, amounting to US $1,200 (non refundable), and is needed before a Work Permit can be approved.
For positions other than Directors, a foreigner's expertise must be proven, as government regulations limit the employment of foreigners in Indonesia to 'experts'; which can contribute to the national development. Due to the high unemployment rate of nationals, it must be proven that the expertise of a foreigner can not actually be supplied by a national instead.
A few years ago the manpower plans were issued for three years, so annual renewals could be completed relatively quickly. More recently, manpower plans are only approved for one year. When a company's manpower plan is approved, a certain number of slots for positions held by foreigners are approved by Depnaker. If a firm wants to add another foreigner to its staff, they must go back to Depnaker and revise their manpower plan and wait several months for approval. It is not always easy for a firm in Indonesia to hire a foreigner and involves considerable expense and dealing with bureaucracy.
Deportations of foreigners for 'abusing' their work permits is not uncommon. The usual offense is that the person is working in a position other than what is allowed by the work permit. If your work permit says you are the Production Director ... and your business card says you are the Managing Director - those are grounds for deportation due to abuse of work permit. Another problem is caused when the declared address of work on the IMTA differs from your actual work location. If it does not match, this could void the IMTA and put the employee at risk of a deportation. BEWARE and be cautious about what you put on your business card - make sure it agrees with your work permit!
One common misconception is that the IMTA belongs to the expatriate employee, actually they are issued to the company, NOT to the foreign worker. If a foreign worker loses his job, he is not entitled to work for any other company without processing a new IMTA, even if the previous IMTA still has validity. This very common misconception leads expats to think that they have a work permit - they don’t - the company has it!
A work permit issued for a foreigner does NOT entitle their spouse to work as well. A “dependent spouse” must obtain their own sponsor and work permit in order to work in Indonesia. This can be done, but depends on the demand for their expertise. Many working spouses find the transition difficult as they are used to working. There are, however, many opportunities for worthwhile and meaningful involvements in community and educational organizations and opportunities for everyone to hone new skills during their time in Indonesia.

TA01 Recommendation
After the RPTKA has been approved, the TA01 recommendation has to be applied for at the Department of Manpower in order to get a temporary residence visa. The original approval letter on the TA01 recommendation will be needed to apply for the VITAS or VBS (Visa Tinggal Terbatas).
The RPTKA & TA01 recommendation are only necessary for foreigners working in Indonesia. Dependent family members; accompany spouse and children up to 17 years old will be under the sponsorship of the working spouse. Dependent family members are only entitled to stay with the working spouse/parent - this visa does NOT entitle them to work. If a spouse is also working in Indonesia he/she will have to apply for a separate Work Permit and independent Stay Permit from their sponsoring company.

Service Visa (DINAS)
Service Visas are given to foreign citizens bearing service passports, on assignment to Indonesia for diplomatic purposes. They are working in Indonesia under official government entities such as UN bodies, aid organizations, etc. Visa Dinas are directly handled by the Indonesian government department who employes the expats and they apply direct to the Sekretariat Negara to process the visa. Private agents are not allowed to handle this type of visa.

KITAS or Kartu Izin Tinggal Terbatas - Limited Stay Visa
Information on how to apply for a KITAS Visa and who may apply for one...
•    A KITAS visa cannot be obtained directly by a foreign spouse, regardless of whether the marriage took place in Indonesia or abroad
•    An applicant must first get an appropriate visa before applying for a KITAS Visa
•    The application must be made at the local Office of Immigration where the applicant and sponsor are living
The following people are eligible for a KITAS Visa, and may either have a group sponsor or a personal sponsor:
•    Foreign investors doing business with the Indonesian government or Indonesian companies
•    Foreigners invited to work with the Indonesian government or private institutions
•    Foreigners working in religious organisations and fulfilling religious duties
•    Foreigners authorised to train in Indonesia or carry out scientific research
•    Foreign spouses who are visiting or living with their Indonesian husband or wife
•    Minors who join their Indonesian parent or a foreign-national parent who resides in Indonesia and who already has a valid KITAS Visa
•    Former Indonesian citizens seeking repatriation
Group sponsors of a KITAS Visa
Group sponsors include government, business, religious organisations, or any other Indonesian institution, and they are responsible for all visa paperwork, as well as being legally responsible for the sponsored foreigner. A foreigner is told what documents are required and will be helped with immigration formalities.
Documents required for a KITAS visa:
•    Passport
•    Birth certificate
•    Curriculum Vitae with work references
•    Immunisation card
Other documents may also be required, depending on the immigration office.
Personal sponsors of a KITAS Visa
Most applicants for KITAS Visas are foreign spouses joining their Indonesian spouses. Once a foreign spouse has a KITAS Visa, children can enter Indonesia as well, but only if they are under 18 years of age. A foreign spouse must have an Indonesian sponsor to apply for the visa.
Obtaining a KITAS Visa for the First Time
Once a foreigner has entered Indonesia with the appropriate visa, application for a KITAS at the local immigration office (Kantor Imigrasi) must be made within three days.

The following documents are required:
•    Marriage certificate or Akte Perkawinan, or Buku Nikah Asli, or Surat Tanda Bukti Lapor Pekawinan Asli, and photocopy
•    Indonesian sponsor's National ID card (Kartu Tanda Penduduk - KTP) and photocopy
•    Foreigner's passport and photocopy - passport should still be valid for 18 months; if only 12 months of validity remain, then a six month KITAS visa is issued
•    Photographs: These must be taken on a red background, usually 2x3cm, but size varies from office-to-office
During the application procedures for the KITAS visa, the foreigner also registers with Immigration's Office for the Supervision of Foreigners, and applies for a Blue Foreigners Registration Book (Buku Mutasi). The Blue Book is a very important document in which all official activities are registered: notification stamps for new visas, visa extensions, or Multiple Exit Re-entry Permits
The Office of Immigration then issues a document within a few days which must be taken to the Regional/District Office or Kantor Wilayah. The Regional/District Office then issues a letter recommending a change of visa status. All documents are returned to Immigration which recommends a change in visa status and forwards the paperwork to the Head of Immigration or Kepala.
Within seven to ten days the Letter of Decision or Surat Keputusan is issued. The letter must be returned to the Regional/District Office which issues a letter authorising Immigration to start processing the KITAS Visa; the applicant takes the letter back to Immigration. Fingerprints are also taken at this time.
A KITAS Visa fee must be paid; as of July 2011 for a one year visa for a six month visa.Immigration annuls the original visa in a foreigner's passport and issues an ITAS stamp (permission for a KITAS Visa without the card itself) in its place. A KITAS Visa (the actual card) includes a photo and signature. It is recommended to keep the card at home and use photocopies when needed
A few days later the foreigner's Blue Book is issued where the date of issue of the KITAS Visa is recorded and stamped. It is recommended to keep the Blue Book at home and use photocopies when needed
Procedure after a KITAS Visa has been Issued. Not all local authorities will have the same procedure as listed below. Each town, city, or region implements law according to its own custom.
All the documents must be re-processed when the KITAS Visa is extended.
Within 14 days after a KITAS Visa has been issued, both the sponsor and the foreigner go to their local district mayor's office (Kelurahan, Kantor Lurah CaPil or Kepala) to obtain the following documents:
•    Certificate of Registration of Temporary Resident or Surat Keterangan Pendaftaran Penduduk Sementara (SKPPS) issued by the Provincial Office for Resident Affairs
•    Certificate of Domicile or Surat Keterangan Tempat Tinggal (SKTT) issued by the village chief/mayor
•    Certificate of Registration After Arrival from Abroad or Surat Keterengan Datang Dari Luar Negeri (SKDLN) issued by the village chief/mayor
These documents state:
•    Where a foreigner comes from
•    The foreigner's date of arrival in Indonesia
•    Who is sponsoring the foreigner
•    The address of the sponsor and foreigner
These documents serve the same function as the sponsor's National ID card or KTP, which verifies a citizen's current address.
Within 30 days after a KITAS Visa has been issued, both the sponsor and the foreigner must go to the neighbourhood police station. The following documents are processed:
•    Certificate of Police Headquarters Registration or Surat Keterangan Lapor Diri (SKLD)
•    A Report Certificate or Surat Tanda Melapor (STM) for foreigners with an Indonesian spouse. There is no fee. It is signed by the foreigner's spouse and is a request for shelter
A fee and a 2x3 cm photograph are required when applying for the SKLD card. The card is issued after a month or more by the Supervision Unit. It is a plastic card with the foreigner's photograph.
The SKLD is an important document, as Indonesian intelligence investigates a foreigner's background.
Renewing a KITAS Visa
A KITAS Visa can be issued for:
•    Six months
•    One year
•    Two years
Many KITAS holders extend their visa for one year at a time and the renewal process must be started no later than one month before the visa expires. The process for renewal is similar to the one outlined above.
Renewal fees are the same as the original application fees.
Foreign citizens married to an Indonesian
An immigration bill was passed in April 2011 that allows foreigners married to an Indonesian citizen to obtain permanent residency after two years of marriage, giving them the right to work without sponsorship. Once permanent residency has been obtained, they only need to report to immigration once every five years. There is no charge for this.
As of July 2011 it is not yet known when this law will be implemented.
Multiple Exit Re-Entry Permit (Izin Masuk Kembali) - MERP:
This permit should be applied for and stamped in a foreigner's passport at the same time as a KITAS Visa is issued. Without this permit, a foreigner loses KITAS Visa status when leaving Indonesia.
Even with this permit, a KITAS Visa holder must return to Indonesia within 90 days, or else the KITAS Visa becomes invalid.Sebelumnya, perlu kami jelaskan bahwa yang dimaksud dengan KITAS/ITAS mengacu pada (kartu) Izin Tinggal Terbatas. Sedangkan, yang dimaksud dengan KITAP/ITAP mengacu pada (kartu) Izin Tinggal Tetap.
I. Izin Tinggal Terbatas (KITAS/ITAS)
Izin Tinggal Terbatas adalah izin yang diberikan pada orang asing pemegang Izin Tinggal Sementara. Menurut pasal 31 PP No. 32 Tahun 1994 tentang Visa, Izin Masuk, dan Izin Keimigrasian (“PP No. 32/1994”), Izin Tinggal Terbatas sendiri adalah salah satu jenis izin keimigrasian yang diberikan pada orang asing untuk tinggal di wilayah Negara Republik Indonesia dalam jangka waktu yang terbatas. Orang asing yang boleh mendapatkan izin tinggal terbatas adalah:
1.      Orang asing pemegang Visa Tinggal Terbatas
2.      Orang asing pemegang Visa Terbatas
3.      Orang asing yang bekerja sebagai nakhoda, anak buah kapal di kapal atau alat apung atau sebagai tenaga ahli pada kapal atau alat apung yang langsung bekerja di perairan nusantara, laut teritorial atau pada instalasi landas kontinen atau pada zone ekonomi eksklusif.

Jadi, sebelumnya Anda harus mengurus visa untuk orang asing tersebut. Visa Tinggal Terbatas diberikan bagi orang asing untuk tinggal di wilayah Negara Republik Indonesia paling lama 2 (dua) tahun terhitung sejak tanggal diberikannya Izin Masuk di wilayah Negara Republik Indonesia (lihat pasal 13 PP No. 18 Tahun 2005 tentang Perubahan Atas PP No. 32/1994).

Izin Tinggal Terbatas dikeluarkan oleh Direktur Jenderal Imigrasi atau Pejabat Imigrasi yang ditunjuknya (lihat pasal 52 Keputusan Menteri Kehakiman Nomor M.02-IZ.01.10 Tahun 1995 tentang Visa Singgah, Visa Kunjungan, Visa Tinggal Terbatas, Izin Masuk, dan Izin Keimigrasian). Permohonan mendapatkan Izin Tinggal Terbatas tersebut diajukan melalui Kepala Kantor Imigrasi dengan cara mengisi daftar isian yang telah ditentukan dengan melampirkan dokumen-dokumen berikut:

1.   Surat Sponsor dan jaminan yang ditujukan kepada Kepala Kantor Imigrasi setempat dengan mengisi formulir yang telah ditentukan;
2.   Surat keterangan jaminan dan identitas sponsor;
3.   Foto copy dan asli paspor atau dokumen perjalanan, Buku Pendaftaran Orang Asing dan Kartu Izin Tinggal Terbatas orang asing yang bersangkutan yang sah dan masih berlaku;
4.   Melampirkan Telex Visa;
5.   Bagi isteri dan atau anak yang belum dewasa dan belum kawin, melampirkan akte perkawinan dan akte kelahiran serta surat identitas suami atau orang tua;
6.   Fotocopy Surat Izin Usaha Perusahaan (SIUP), Tanda Daftar Perusahaan (TDP) dan Nomor Pendaftaran Wajib Pajak (NPWP), RPTKA - TA. 01/TA.02/IMTA (Izin Mempekerjakan Tenaga Kerja Asing);
7.   Tidak termasuk dalam daftar Cegah – Tangkal;
8.   Pas foto berwarna terbaru ukuran 2 x 3, 4 lembar;
9.   Membayar biaya Imigrasi sesuai peraturan;

II. Izin Tinggal Tetap (KITAP/ITAP)
Izin Tinggal Tetap dapat diberikan kepada orang asing pemegang Visa Tinggal Terbatasdan orang asing pemegang Visa Terbatas yang telah tinggal di Indonesia sekurang-kurangnya lima tahun berturut-turut terhitung sejak tanggal diberikannya Izin Tinggal Terbatas. Jadi, Izin Tinggal Tetap diperoleh sebagai alih status dari izin Tinggal Terbatas.Pengalihan Alih Status tersebut dapat diberikan atas dasar permohonan orang asing yang bersangkutan.

Izin Tinggal Tetap diberikan oleh Direktur Jenderal Imigrasi atas nama Menteri Hukum dan HAM. Permohonan diajukan melalui Kepala Kantor Imigrasi, dengan mengisi formulir dan melampirkan dokumen-dokumen sebagai berikut:
1.      surat permintaan dari pemohon Izin Tinggal Tetap;
2.      pasfoto;
3.      surat sponsor dan identitas sponsor serta mengisi formulir
4.      Foto copy dan asli paspor atau dokumen perjalanan, Buku Pengendalian Orang Asing dan Kartu Ijin Tinggal Terbatas orang asing yang bersangkutan yang sah dan masih berlaku
